ROAE2 participated in a field visit to monitor the inspections of the Minister of Social Development and Human Security and the Deputy Minister of Agriculture and Cooperatives in Phrae Province.

On November 28, 2025, Mrs. Thunphitcha Theraratchanon, Director of the 2nd Regional Office of Agricultural Economics Region 2 (Director of ROAE2, Phitsanulok), assigned Mr. Warit Chusakul, Director of the Research and Evaluation Division, to participate in a field visit to monitor the inspections of the Minister of Social Development and Human Security (Mr. Akkhara Phromphao) and the Deputy Minister of Agriculture and Cooperatives (Mr. Nares Thamrongthipphayakhun) in Phrae Province. The visits included the following key points:

Point 1: Monitoring the integration of cooperation to improve the quality of life of people of all ages at the Phrae Provincial Administrative Organization Stadium.

Mr. Akkhara Phromphao, Minister of Social Development and Human Security, delivered a policy statement on driving quality of life development. Through collaboration between four ministries:

  1. the Ministry of Social Development and Human Security,
  2. the Ministry of Tourism and Sports,
  3. the Ministry of Higher Education, Science, Research and Innovation,
  4. the Ministry of Agriculture and Cooperatives, under a Memorandum of Understanding (MOU) to enhance integration and increase operational efficiency.

The Minister of Social Development and Human Security visited exhibitions by the three ministries. The Ministry of Agriculture and Cooperatives provided production factors and support to farmers, as follows:

  1. The Agricultural Land Reform Office provided 200 agricultural land titles and 10 tree titles.
  2. The Agricultural Rehabilitation and Development Fund provided funding for the farmer rehabilitation and development project for 17 groups.
  3. The Department of Agricultural Extension provided vegetable seeds. Vegetable and fruit tree seedlings, totaling 500 sets.
  4. The Fisheries Department provided support to five local fishing communities, each with 100,000 baht, and 50,000 aquatic animals.
  5. The Livestock Development Department provided 4,000 chicken eggs and OK livestock standard certificates.
  6. The Cooperative Promotion Department provided financial support and marketing equipment to four cooperatives.
  7. The Land Development Department provided 1,000 kilograms of green manure (Crotalaria juncea) seeds and 500 sets of bio-fermented liquid.
  8. The Department of Agriculture provided 1,000 Robusta coffee plants.
  9. The Rice Department provided high-quality rice seeds.
  10. The Sericulture Department provided 32,000 young silkworms.
  11. The Rubber Authority of Thailand provided rubber tree title deeds. and bio-fermented black chin tilapia.

Point 2: Productivity Improvement Learning Center, Cho Hae Subdistrict, Mueang Phrae District.

Mr. Nares Thamrongthipphayakhun, Deputy Minister of Agriculture and Cooperatives visited farmers and provided them with production inputs. He also discussed the Ministry of Agriculture’s current policies, which focus on comprehensive agricultural assistance, including price assistance for rice and longan, and promoting the production of quality agricultural products that will fetch better prices, such as jasmine rice, which currently commands a high price of 16,400 baht per ton. The Deputy Minister also heard from farmer representatives about the following issues:

  1. Low beef cattle prices. A representative from the Department of Livestock Development explained that the Ministry of Agriculture and Cooperatives is implementing the “Thais Eat Thai Beef and Cow” project, targeting the purchase of 100,000 beef cattle at 80 baht per kilogram.
  2. Regarding the Mae Kom Reservoir construction issue, a representative from the Royal Irrigation Department explained that the Ministry is currently conducting a data survey. Construction is expected to begin in 2028.

In this regard, the Ministry of Agriculture and Cooperatives has provided the following production inputs to farmers:

  1. The Department of Agricultural Extension provided 300 sets of fruit and vegetable seedlings.
  2. The Department of Livestock Development provided 1,000 chicken eggs and a Brucella-free farm certification.
  3. The Department of Fisheries provided 50,000 fish.
  4. The Land Development Department provided 100 kilograms of green manure seeds (Crotalaria) and 300 sets of bio-fermented liquid.
  5. The Sericulture Department provided 100 fresh mulberry trees and 1,000 mulberry trees for goat feed.
  6. The Department of Agriculture provided GAP and Q-Shop certifications.
  7. The Cooperative Promotion Department provided identification books under the Community Land Acquisition Project to 10 individuals. and provided a one-time subsidy to the Ban Kwang Women’s Cooperative Group, totaling 73,000 baht.

Later, the Deputy Minister of Agriculture and Cooperatives visited exhibitions by the Ministry of Agriculture and Cooperatives, including the Royal Irrigation Department, the Land Development Department, the Department of Livestock Development, and the Department of Agricultural Extension.
