The Director of the ROAE2 participated in a meeting of the Sub-committee for the Preparation of a Flood Prevention and Mitigation Plan in Lowland Areas (Bang Rakam Plain) to be included in the Yom River Basin Flood Prevention and Mitigation Plan, Meeting No. 1/2026.

On March 31, 2026, Mrs. Thunphitcha Theraratchanon, Director of the 2nd Regional Office of Agricultural Economics (ROAE2), along with Mrs. Suthatip Srisanpakit, Director of the Agricultural Economic Zone Development Planning Division, participated in the meeting of the Sub-committee for the Preparation of a Flood Prevention and Mitigation Plan in Lowland Areas (Bang Rakam Plain) to be included in the Yom River Basin Flood Prevention and Mitigation Plan, Meeting No. 1/2026, via the Cisco Webex Meetings online system. Mr. Anan Phetchanu, Director of the National Water Resources Office Region 1, chaired the meeting.

The meeting addressed two issues:

• The water situation and forecasts in the Yom River Basin.
• The water situation and crop cultivation in lowland areas. (Bang Rakam Plain)

Four issues to be considered:

• Summary of lessons learned and guidelines for flood prevention and mitigation from the 2025 rainy season water management in the lowland areas (Bang Rakam Plain).
• The project to develop the lowland areas of the Yom River, right bank, Bang Rakam District, Phitsanulok Province.
• Guidelines for determining compensation for damages from land or building use to prevent and mitigate flooding in the lowland areas (Bang Rakam Plain).
• Report on the implementation of resolutions and directives from the Yom River Basin Committee meeting No. 6/2025 on September 25, 2025, regarding the determination of compensation for damages from land or building use to prevent and mitigate flooding in the lowland areas (Bang Rakam Plain).

The key points of the meeting were as follows:

1. Rainfall forecast for 2026: Due to the El Niño phenomenon starting in June, rainfall will be lower than normal.
2. Water resources are sufficient for the 2026 dry season rice crop, with harvesting expected to be completed by April, which is later than last year. This will also result in a delay in planting the main rice crop.
3. Summary of lessons learned: Guidelines for improving the efficiency of flood prevention/solution in lowland areas (Bang Rakam Plain), comments/suggestions on the management of the Bang Rakam Model area/relevant laws and regulations, and project plans in the Yom River Basin, Phitsanulok Province, in 4 phases, totaling 44 projects with a total budget of 585.4284 million baht, to be implemented from fiscal year 2026 to 2029.
